[Developers] 0.8 beta release

Hi All,

I've finally got all stuff together and created a release. I'm still  
waiting on some localization stuff to come through, but I expect a  
release really soon.

I've attached the package. It installs TunnelRunner suid root, so we  
can finally tunnel stuff for ports < 1024.
